Summary and translation: The 45% reduction most directly applies to emissions Shell itself produces while pumping up fossil fuels (leaks, energy used by pumps, emissions from refineries, etc). Shell supplies barrels of oil, and the vast majority of emissions are caused by Shell's customers.
