@Lazarou seems like the thing something who started out small time would try - its wasn't at all uncommon to nick a few kilos of cheese or meat and trade this for drugs, it was rife on the rave scene (ravers unsurprisingly tend to have ravenous appetites midweek, and it was hard to prove as the evidence was quickly eaten), but 22 000 kilos is a lot of cheese to quickly shift (the incident seemed more like an actual script for DangerMouse or Wallace and Grommit )
