Especially in this era of widespread internet shutdowns.
And of frequent climate-change-induced disasters that destroy telecom and internet networks in the affected areas.
Another point: one can pull #Briar over bluetooth from a neighbouring device and install it, without need of an internet connection or even local wifi. Perceptive design choice, I think.
